DA’s Swine Recovery Project sparks economic comeback in Libacao, Aklan

A major boost to Libacao’s farming sector is now underway as the Department of Agriculture Western Visayas (DA-WV) rolls out a ₱13-million swine recovery project, aimed at restoring hog production and reviving the livelihoods of raisers affected by African Swine Fever (ASF).

The project includes a ₱10-million multiplier farm and a ₱3-million livestock transport truck, granted to the Libacao Development Cooperative (LDC) through the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) of the National Livestock Program.

The newly established facility features tunnel-ventilated housing, a semen laboratory for artificial insemination, a biosecurity shower room, and a biogas system for zero-waste management. It will house Grandparent Stocks (GP) to produce Parent Stocks (PS) that will be redistributed to local hog raisers, helping restore and upgrade swine production across the community.

DA-WV Regional Livestock Focal Person Glenn Mariano underscored the program’s long-term value for both productivity and livelihood.

“This facility not only restores the lost hog population but, more importantly, revives the livelihood of ASF-affected farmers. With modern systems in place, we aim to inspire farmers to return to swine raising with confidence and sustainability,” he said.

To ensure that the benefits reach the broader community, the cooperative will implement a repayment scheme: 30% of the piglets produced and 30% of the processed semen will be redistributed to members and other local farmers over a three-year period. Once the cooperative fulfills these obligations, the Department of Agriculture will issue a Certificate of Ownership for the project.

Acting Libacao Mayor John Randy Zapata expressed gratitude to DA-WV for the vital support extended to his constituents.

“We are truly grateful for the support given to the municipality of Libacao, as most of our people depend on farming for their livelihood. This project will greatly help us improve the local economy and uplift the lives of our farmers,” he said.

LDC Board of Directors’ Chair Noel Teodosio Retolado said the project brings renewed hope to their town. “This is more than just infrastructure—it is a symbol of resilience and an opportunity to rebuild stronger,” he emphasized.

LDC Manager Rosalie Nazaret highlighted the project’s role in promoting sustainable agriculture, improved livelihoods, and food security in the municipality.

Meanwhile, Aklan Provincial Veterinarian Dr. Ma. Cyrosa Leen Mabel Sinel encouraged the cooperative to work closely with veterinary authorities and immediately report any signs or symptoms of ASF to ensure a swift and coordinated response that would prevent reinfection.

The turnover ceremony was held on June 13, 2025, at the cooperative’s site in Brgy. Ogsip, Libacao, marking the official launch of operations.
