Outstanding women honored by DA-WV in the 2024 SORW Gawad Parangal

The Department of Agriculture (DA) Western Visayas recognized women who have made significant contributions to agriculture and fisheries during the 2024 Gawad Parangal sa Katangi-tanging Kababaihan sa Pagsasaka at Pangisda sa Kanayunan on October 17, 2024, in Iloilo City.
The search for outstanding rural women was spearheaded by DA-RFO6 Regional Executive Director Dennis Arpia, represented by Regional Technical Director for Research and Regulations and Gender and Development (GAD) Focal Person Zarlina Cuello, and DA-WV GAD Focal Point System Vice Chairperson Bureau of Fisheries and Aquatic Resources 6 (BFAR) Regional Director Remia Aparri.
The program proudly highlighted women’s significant roles in uplifting rural communities through agriculture and fisheries.
Ma. Ninfa Desiree Segovia, from Brgy. Manoc-manoc, Malay, Aklan, was named the Regional Winner. As a member of the LGBTQ+ community, Segovia was recognized for her exceptional leadership as a community organizer and mobilizer. She is a passionate advocate of organic agriculture, climate change resilience, and agricultural technology, empowering both women and the youth. Her efforts ensure the sustainability and beauty of Boracay Island for future generations. Segovia’s inspiring journey demonstrates that with a clear vision and dedication to food security, sustainable development, gender equality, and strengthening the local economy, anything is possible.
Segovia was also lauded for the various products her organization, Pinay Boracay, creates from local plants such as blue ternate, malunggay, hibiscus, and lemongrass. In addition, she founded the Boracay Women Producers Cooperative, which now supports over 1,300 women.
“Women like Ma. Ninfa, Fatima, Nieva, and Beatriz have shown tremendous strength and initiative, reinforcing our vision of improved livelihoods and agriculture in rural areas. Their stories serve as a powerful inspiration to women farmers and fishers in Western Visayas,” said RTD Zarlina Cuello.
Fatima E. Ebanen of Igbaras, Iloilo, was named First Runner-up for her work at Nova Vita Integrated Model Farm, which promotes natural farming and agricultural technology. It is the only Agricultural Training Institute (ATI) RTC 6 accredited farm in Igbaras and serves as a learning site for individuals interested in eco-friendly farming practices. Ebanen’s work ensures food security while promoting sustainable and environmentally friendly practices that safeguard the planet for future generations.
Nieva D. Dela Torre, from Maayon, Capiz, was awarded Second Runner-up for her successful EbangZ Mushroom Farm, which supplies retail stores and malls across the region. Her farm’s production capacity has grown significantly, expanding from 1,500 to 4,500 fruiting bags to meet rising demand. In September 2019, she earned a spot in the Agri-Aqua Technology Business Incubator, a collaborative initiative between Capiz State University and DOST PCAARRD, enabling her to improve operations, access wider markets, and establish new business partnerships.
Beatriz Lastimoso of Brgy. Codcod, San Carlos City, Negros Occidental, received a Special Citation for her leadership of the Barangay Codcod United Women’s Association, which engages in abaca weaving, soap making, and hydroponic gardening. She actively participates in programs initiated by the local government unit (LGU) and various community activities, reflecting her strong commitment to community development. Beatriz is a staunch advocate for environmental preservation, promoting sustainable practices within her community.
Philippine Commission on Women (PCW) Chairperson Usec. Ermelita Valdeavilla, who joined the event virtually, expressed her gratitude for recognizing the women of Western Visayas. “Whether you received an award or not, your contributions to our economy and the well-being of rural communities cannot be overstated. Rural women are the backbone of our communities, ensuring food security despite numerous challenges”, Valdeavilla said.
During the event, the search for nominees for the 2025 Gawad Parangal was officially launched, continuing the tradition of honoring women who contribute to agri-fishery development and food security.###(DA-RAFIS 6) Photos by AJ Subade
